If by "a country with a monopoly" you mean a country that has a monopoly on a certain product compaired to other countries, then the contry gains wealfair because when you enter into a customs union your are entering into a free trade area with other member states. If the Member states previously had trade tarriff on you state then the elimination of these tarriff, by the customs union, improves your trade in terms of price.
Also, monopolists are know not to invest in much R&A. Why, should they improve thier products they're not competing against anyone. By, entering in a customs union you also help reduce competition deficiency.
